How many GB per month is your plan? Are you getting what you pay for on the internet straight up at the bar, or is something funny going on in the back office at the wholesale level? And all that spamming and spoofing and phishing that always go with illicit traffic shaping.

Whether you are a “consumer” or a website host, you are paying for internet traffic at certain rates. But if you aren't bribing the correct law enforcement and anti-spam authorities, then your website or internet service is being professionally deprioritized and downgraded into oblivion.
Content distribution networks (CDNs) do exist supposedly as a trade-off of security and integrity for convenience, but their functionality is intentionally crippled, and their use is assumed and often required by overbooked wholesale internet backbone service providers.
Wholesale email filtering with fraudulent rejection messages is another traffic shaping problem. Who is in the position to determine what is "spam" or not if the emails are not actually violating any laws? Who is bribing Spamhaus and friends to allow unsolicited bulk email advertising of male and female enhancement pills, while rejecting personal individual email messages as spam?
