Near miss? No, not really. They probably just skipped the extreme procedures of grounding all other flights with the President taking off at the airport.
You can “investigate” air traffic congestion in general, and you can investigate and possibly update Secret Service policies for keeping the President safe, but otherwise business as usual, whatever the usual is, is probably the safest.
