Plant-and-bust vigilante cops seizing packages and whatnot out of the mail
The warrant is a fake.
You've got a brother cop bungling a case if you work as a “cop” anywhere in the area. And if you’re not a judge in a superior court, there is no possible way you can "remand" anyone or anything.
It were a real federal warrant, the FBI or DEA would have appeared in federal court with it. But it wasn't. State Troopers have absolutely no authority to seize the U.S. mail. State Troopers can be arrested and prosecuted for theft of the mail for that. Professional courtesy is not permitted between state and federal law enforcement, or between different states outside of a formal extradition.
One may well assume that federal charges would have been filed for any drugs actually found in the U.S. mail. But there weren't any. So the stateside vigilantes are flinging state charges at the suspect and vainly hoping something sticks worse than a traffic ticket for some package they allegedly yanked out of the mail from a different state.
That's too much mishandling of evidence and a badly broken chain of custody for a gang of vigilante cops to file any charges at all against the named suspect.
U.S. Coast Guard Investigative Service is outside its jurisdiction for any case not involving U.S. Coast Guard personnel. The Coast Guard can't get a warrant on a civilian. It doesn't even make sense.
