People forget the reason for being of the mega-prison
It's the mega-organized criminal gangs in the area and the mega-serious organized crimes they commit

All of Central America is overrun with serious organized crime, Guatemala, Honduras, Nicaragua, Costa Rica and Panama as well as El Salvador are the countries which seem to be the nexus of it, with the most serious of the crime spreading into Belize and Colombia, and through Mexico and Canada into the United States.
Also the reason for Trump’s insistence on claiming the Gulf of America and regaining control of the Panama Canal.
Accidentally? Well, he’s wanted there, and it’s all in Spanish, presumably.

El Salvador “wants” ... They’re wanted men. There are warrants they were not arrested on due to a lack of extradition treaties with Central American countries, which is also why many multi-national mega-corporations are headquartered in Cayman Islands, including, many years ago, the Garmin GPS company, and now BeiGene the cancer drug biotech.
Old news, but there are international warrants and consumer GPS devices which presumably include backdoors for “western” nation-state espionage and/or other international law enforcement access mechanisms. Switzerland of course has extradition agreements with the U.S.
