These are things you need to live and work for to obtain. You shouldn't be in court unless you're sober and you already have clean water to drink.

Neither Jackson, Mississippi nor Flint, Michigan has bad or unhealthy water. Rest assured you are healthier and better off drinking that tap water and staying well hydrated than not drinking it at all or being hard pressed to find something else to drink.
The Constitution guarantees well enough you may place a rain barrel under your gutter, but boiling is recommended to ensure it is clean and safe.
