Cluster of cop suicides points to espionage or blackmail

Or else too much romancing or intrigue on the job

People are not irrational. There is something they believe worse than the death they face that they are hoping to avoid by suicide. In Fox's Book of Martyrs, at least one Christian woman is claimed to have committed suicide rather than submit to being raped.

Blackmail is another possibility, but that points to espionage, too. It's a top secret sensitive compartmentalized classified information clearance syndrome.

People have skeletons in their closets, and they fill out SF-85 forms etc. and undergo psychological profiling and polygraph testing to work for the government. There's rich blackmail material and embarrassing personal secrets ripe for use by extortioners. That's the way the bosses want it for people who work in such positions.

The other possibility is romances at work, the meet-and-greet gatherings with social snubs and professional contract-style dumpings of ex-boyfriends and ex-girlfriends, as well as divorces with excessively vexatious service of process.
