When gay men want to have sex with other men, it takes a lot of public whipping, beatings and stonings to say no to them, if lethal force isn't used outright.
Otherwise the courts would be leaving other men in the position of being forced to bend over for gay men if they have to use a public restroom or else being charged money for sex if gay male prostitutes are in the restroom. (In case you think ladies have it any differently with lesbians in libraries and public restrooms etc.)
