We're getting this from the Trump administration, paradoxically.
Recall the televised conversation between Trump and Pam Bondi at the conclusion of the 30 days to come up with a plan for restoring Second Amendment rights.
Bondi mentioned mental illness. Trump replied, "Good!"
There's a civil commitment for those moved to be incompetent to stand trial, and a technical "restoration of competency" for such purposes after court-ordered drugging, torture and enhanced interrogation but obviously, under that order, no actual "restoration" of gun rights to anyone is taking place except for half a dozen popular celebrities or so published in the Federal Register.
