How effective is law enforcement advertising in the war on drugs?

This style of law enforcement advertising dates back to the U.S. Marshals era from the termination of the Confederate runaway slave bureaus at end of the Civil War to the founding of the FBI and the Federal Reserve Bank which issued "Federal" Reserve Notes to replace worthless "Confederate" scrip that had been issued some 50 years previously. The U.S. Marshals era marked the half-century hiatus of explicitly "federal" authority between the Southern "Confederacy" and the modern-day "Feds."

There are some really bad guys out there, make no mistake, but drug lords and pimps simply aren't worth the multi-million dollar figures being put on their heads, even as leaders or purported leaders. There are literally thousands or even millions of heavily tattooed drug addicts on the streets, and plenty of them are being sent to the mega-prison in El Salvador under Donald Trump’s policies. Every flashy tattoo design is termed a "cartel" by some name or presumed association or another in federal court, which is vastly overstating or over-particularizing a totally generic and brandless problem of too many hollow needles being used and too many drugs being ingested or injected or consumed.

Drug bosses are only "leaders" in an overly romanticized popular culture celebrity sense, with no real power or control. They're druggies. They're not that organized, their social lives are not that interesting, they can't even operate a motor vehicle safely, and they make too much incoherent psychobabble when they talk or write.

I don't care who's "wanted" or not on Wild West posters for drug crimes. I care who's caught dealing the drugs or driving under the influence of them. You don't have to look very long or hard for druggies to pick up as a cop. They're everywhere. No doubt some of "most wanted" guys gave up their drug addictions long ago and went clean and sober, and that's why they haven't been caught.
