Washington is a major drug state

Along with Alaska, British Columbia, Oregon and California, and just follow the coastline all the way south to Baja California and Sinaloa.

Name the cartel by its typically southernmost reach or extent: “Sinaloa” other than being a state within Mexico is a generic U.S. law enforcement designation for people are doing drugs all up and down the West Coast of North America.

At this point I would argue that drug “cartels” as such do not exist. There’s essentially a competitive free market for illegal drugs on the West Coast.

It's the law that would impose a cartel on drug deals if there were any such law and order.
