Urban warfare and combat readiness
And so much fighting over the keys to the city
Cities are the major centers of population from which fighters will be drafted in the event of war and also the most strategic locations to be defended. Most people do live in cities because because cities are by definition where most people live, the major centers of population.

Swedes, Italians, Austrians, Israelis/Gazans, Poles and Swiss citizens especially, have accordingly organized their preparedness for war or combat or defense of their country at the city hall level, by long-standing tradition.
This is unfortunately not an approach that will work in large united countries like the United States and Russia and even to some extent China and Japan. In our countries, certain rebellious or insurrectionist 'peacenik' sanctuary jurisdictions of hometown gang communities and illegitimate city hall authorities are and must be ruthlessly and brutally terminated in the event of war or foreign invasion or necessity of national defense.
It is the case in time of war or civil unrest that we the people, who have meekly submitted to the unjust authority of petty tyrants and local jurisdictions all our lives long in a false and miserable peace, suddenly have the opportunity to expose them and call them out as the domestic enemies and traitors they are, when we are called by higher authorities to answer a higher duty of national defense, and thus relieved of many onerous petty responsibilities that would otherwise be unjustly placed upon us.

As for those of us who are called to any actual duties of leadership, we will not be the leaders or masters of such wicked men or accept responsibility for their evil works in the vicious hometown gangster communities which have held us hostage to such horrible injustice all our lives long.
