Trump's version of "impoundment" (with reference to the named Act of Congress) is of course part of the answer to Pritzker's arbitrary seizures and auctions of privately owned vehicles for general budget purposes and to fund unspecified local police activity. Trump isn't "defunding" police by any account. He's merely holding them accountable to their commissions and salaries for the performance of their official duties.

To the extent any federal money is spent in Chicago or elsewhere in Illinois, sending in the National Guard to restore law and order and hold the State of Illinois and its cities accountable to their fiduciary responsibilities to their citizens ought to be an absolute precondition for that.

Controlling serious organized crime is one of the most important of those responsibilities. The governor of an unabashed Mafia state cannot be allowed to buck his responsibilities under federal laws either.
