That's a lot of beer to drink to call a lady 'inappropriate'
If anything is 'inappropriate' about a game of football, that's not what it is.
Maybe more fans should be singing along with the national anthem. I don't know that exercising the right to remain silent is all that patriotic or correct anyways.
So just for the sake of argument, let's give them another rhetorical beer all around: that's a lot of dudes affected with a sudden inability to chill out and relax in any event.
It is said that when the national anthem is sung, the entire crowd should be singing along lustily with hats off and right hands on their hearts.

Or stay sober, love your American homeland, and enjoy the game. If you bought the ticket and that's your sport. I can't really say. I'm not a big sports fan myself — I usually much prefer to stay away from crowds — and that is really not the time or place for grown men to be affected with such sudden prudery.
She may not be dressed for church exactly; it is a football game, and that's a lot of misogynistic spoilsports showing up with no intention of enjoying the game. If anything is 'inappropriate' here, it's something else going on, much, much worse than that.
Number one, song along with the national anthem, and number two, if that's your game, you'd better be holding regular open practices and friendly games in the county park with your friends, neighbors and relatives, as well.
I wouldn't want to get drunk or be caught in a position of refusing an offered drink.
