Seditious Democrats were setting a trap to have Marines arrested for obeying lawful orders, by declaring the orders unlawful and then convening an illegal sanhedrin of leftist political cronies to try and convict them at court-martial, with ill-fitting references to Nuremberg.
Ergo, special forces only at this time. It's getting too dangerous for the CIA: the civilians are slowly getting out and exfiltrating, as soon as their missions are accomplished. Regular forces are on standby, only there in case of force majeure. At this phase of operations in Venezuela we are limited to specially trained military experts who can infiltrate, do what needs to be done, and exfiltrate, all without getting caught. You can't thump your chest or go on an obvious march or offer a snappy salute on command like the stereotypical honorable Marine as seen on TV.
