There's a "procurator" who holds a "sanhedrin" akin to a secretive court-martial trial in absentia for capital cases like this. If that's the state bar, you've got to get a few military colonels or lieutenants or majors involved behind the scenes at the hospital with their would-be-classified but off-the-books "orders" for that sort of diagnosis.
