Russia and Venezuela have long-standing diplomatic and trade relations dating back to the the Cold War, the Cuban Missile Crisis, the Bay of Pigs, etc., there are facts and figures, and it would be economically disadvantageous on both sides to cut off such relations today. Russia has to some extent armed and equipped the Venezuelan military forces presumably on a private-sector free-market basis, while Ukraine–Venezuela relations are largely non-existent.
Maduro's diplomatic welcome is more likely than not worn out at the Kremlin. Democrats and their Antifa forces in major U.S. cities have been expressing strong support for Maduro and violent opposition to Putin at the same time.
