"Machiavellianism" is a trait of governments and of systems that are put in place by the ruling dictatorship classes to manage or supervise the common people or proletariat. To say it's just that one "boss" at some place or another who is evil — no, it's the whole system that has been put in place to enable that unmitigated evil, and to ensure that the normal checks and balances of government are crippled so as not to limit or hinder its absolute authority, and that civil rights are limited and restricted so as not to apply as one would normally believe they would, inasmuch as the government should have any full faith or credit.

For example dystopian literature like the (in)famous Protocols (of the Meetings of the Learned Elders) of Zion, as the title is often abbreviated and the work is accused of being a plagiarism of another work, The Dialogue in Hell Between Machiavelli and Montesquieu, whose authorship is also dubious and unclaimed. Anti-semitic, but who's a Jew and who's not a Jew, to say that?

Mainstream pop psychologists are not going up against government, however, so we must assume they have other targets, namely individuals who lack the money and power to be truly evil.
