What is most conducive to life and joy and peace is having friends and neighbors and fellow patriots who mind their own business, with the bravery and forthrightness to punish without mercy those who presume false authority on some pretext or another and fail to mind their own business.

Well, psychiatry and psychology are essentially Greek vices, and the semicolon is a formal Greek question mark. Don't forget, Greek questions were often very dry and rhetorical, so the meaning isn't much changed as a miscellaneous mark of punctuation for just another thought, since the ancient Greeks didn't even bother to raise the pitch of their voice to mark any of their endless rhetorical questions in speech.
