There are too many prostitutes wearing stolen clothes on Portland's streets. "Sales have not met expectations" because the goods kept flying off the shelves unpaid-for. Walmart has private security, but they couldn't keep up with local cops' complicity in organized retail theft.
Once again, local cops are inviting feds for a share of "hookers and blow" on the job, and you'd better believe there's cocaine available to wake sleepy cops out of their fentanyl stupor. Neighboring cities in Washington, same thing.

Movie cops too, to the extent to which FBI is involved with respect to the obnoxious black-screen-of-death trailer warnings. Never even saw the movie, but the whole city was plastered with advertising for it at the time. Crews shooting scenes with random bystanders and passersby milling around. Unidentified call from a prankster at a "Pugh" residence somewhere south-central Seattle with an invitation to star in a new movie being made on some police officer's bodycam somewhere else downtown. Numerous false police reports, SWATTING incidents, etc.
