A soldato (or soldier) is an official member of a crime family, and can only be of Italian ancestry (although exceptions did exist). The Italian term "soldato" would typically not be used for a crime family member who is not of Italian ancestry. The Italian or Sicilian Mafia example is given here because Italians will tell you what the Mafia is and how it works but they have no monopoly on serious organized crime just because they're Italian.
