Gun control and sanctuary cities in the Bible
Yes, they were gun control jurisdictions, full of gangsters, thieves and killers.
The laws of ancient Israel were described, not prescribed, in the Bible. The prescribed law is rather limited to the Ten Commandments as the universal law of God. Other laws that should have been made in pursuance of the Ten Commandments often were not, but in describing such other laws, the Bible does not judge them either, and that judgment had to be left as self-evident in the Scriptures.
[Numbers 35:15-16] These six cities shall be a refuge, both for the children of Israel, and for the stranger, and for the sojourner among them: that every one that killeth any person unawares may flee thither. And if he smite him with an instrument of iron, so that he die, he is a murderer: the murderer shall surely be put to death.
As in modern language, "Well, we don't know who killed anybody or which way the killer went from here, but you can't have an instrument of iron in this city!"
