So the "86" could be a reference to an obscure government form like the "SF-86" mentioned with a mental health history included among other shaming and blackmailing material for general management use against employees, which might be related to FBI employees or job applicants being "psyched out" of a government job offer or current government employment.

So the 86 could also be a foreign service of process for mental health in court. So the U.S. government is going to revoke passports as well as gun rights and employment privileges for U.S. citizens for life on foreign mental health charges. And once again there is no process for "restoration" of civil rights. The liars who lied in court to revoke innocent people's civil rights aren't exactly going to start telling the truth just because we want them to or expect them to.

And don't forget it was James Comey and his Democrat Party political cronies who ran the entire FBI as an "Epstein Island" nightclub establishment and pseudo-religious "clearance cult" with all sorts of museum-vintage polygraphy devices and other unusual instruments of torture designed to measure sexual excitement among other biofeedback responses. Some of this stuff of course dates back to J. Edgar Hoover himself, who was not, reportedly, the most honorable law enforcement fellow to begin with.
