Crooks have to pass "laws" to tell us what time to appear in court
Otherwise, there's high noon when the sun is at its highest point on the steps of the federal courthouse and it's not something you can pass "laws" to alter or change
This is a good time to be reminded and bear in mind that each and every "law" passed by Congress or by the legislature of any state is passed for the punishment of men into compliance with every jot and tittle of it, and for the fines and prison sentences that may be imposed under it.

Hawaii and much of Arizona have long exempted themselves from the biannual changing of the clocks. They observe standard time year-round, and if you’ve visited either, you can understand why. //Dozens of other states have tried to lock their clocks in recent years, including the nearly 20 that have enacted laws calling for permanent daylight saving time. However, federal law only allows states to opt for permanent standard time (though legislation introduced in Congress last year could change that).
So the real question is, Who is being arrested, prosecuted and punished under these new and old laws and why?
Otherwise, in a sane world, changing the clocks or refusing to change them or using strictly local sun time or standard zones is something that merely requires civil agreements at most, not old "laws" to be kept on the books or new "laws" to alter the old.
Who passed a "law" that Pluto is no longer the ninth planet? Regardless of the opinion of astronomers, Pluto remains the best possible candidate for a ninth planet, other objects in its vicinity notwithstanding. Pluto has its own moon, Charon, too, having cleared that much of its neighborhood in outer space. Unless its discovery and all photographs of it are fictional.
