It's always the small local governments, the city halls and town councils, the mayors and local cops who “know us best” that we have the most reason to fear.

Nazi paraphernalia? So what? Who cares? There's no law or legitimate prohibition against it. The Jews themselves have various Holocaust museums to show that stuff off. German history buffs are not extremists. What do have we to fear in this day and age from a WWII reenactment? What was that war? Why was it fought? Why doesn't the government want us to learn about it today?
